Some of these sites are run by the private sector, while others are regulated by state and federal laws. The largest operator of Internet lotteries is GTech Corporation, based in West Greenwich, Rhode Island. GTech claims to process 70% of worldwide online lottery transactions.

Several national and international lottery organizations operate a variety of games to fund public and private programs. Many state governments regulate the sale of lottery tickets and provide tax revenues for educational programs. Other states use the proceeds from the sale of lottery tickets to reduce taxes or for other general purposes. In addition, many private organizations conduct lotteries to raise money for charitable causes.

In Canada, the provincial/territorial governments administer four nationwide lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). Lottery games are not legal in all jurisdictions and may be prohibited by law.

A number of Internet lotteries have sprung up in recent years. These companies sell the rights to run a lotto-style game, often for a small fee. They claim to use special software to select winners, and offer high jackpots and prizes to lure players. The games have become popular, and some of them are even available on mobile devices.

Gambling is illegal in Laos, but there are Special Economic Zones throughout the country where gambling is allowed. Laos citizens are welcomed at many offshore online casinos, and can play all the most popular games without getting caught. Laos has not developed its own domestic online gaming industry, but has a growing population of internet users and is increasingly looking to expand its tourism industry. This will allow it to compete with other countries in Asia and Europe for international visitors. Despite its ban on gambling, the country has had some success in attracting foreign investment. It has recently attracted a number of Chinese casinos.
