In 1967, Montreal mayor Jean Drapeau attempted to recover some of the city’s expenditures for the World’s Fair and subway system by introducing a “voluntary tax.” For a $2.00 donation, players would be eligible to participate in a monthly drawing for silver bars. While the Minister of Justice argued that this did not constitute a lottery, the Quebec appeal court ruled that it did not contravene federal law. This ruling was upheld in 1971 by the Supreme Court of Canada.
