The state-run national lottery in Laos has become a source of controversy over allegations of rigging and manipulation. Drawings for the country’s legal state lottery have been showing numbers that are deemed unlucky or unlikely to be chosen, sources in the communist nation tell RFA’s Lao Service. For example, on Oct. 14 this year, the winning number of 509 vanished from purchased tickets during the day of the drawing. It appeared again only 10 minutes before the drawing began, a source said.
In the late 1960s, Montreal Mayor Jean Drapeau tried to raise money for the city’s World’s Fair and subway system by introducing a “voluntary tax.” Though the Minister of Justice argued that it was a lottery, he refused to shut down the monthly draws and even offered to pay the federal government the cost of an appeal.
