Lottery online is a form of gambling where players can win cash or prizes based on a draw of numbers. The Interprovincial Lottery Corporation is a consortium of the five provincial/territorial lottery commissions, owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Newfoundland and Labrador, Prince Edward Island, Nova Scotia), Ontario Lottery and Gaming Corporation (Ontario), Loterias y Apuestas del Estado (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Yukon, Northwest Territories, Nunavut).

In addition to the national lotteries, many countries have private lotteries that operate independently from government agencies. These are often run by private corporations and offer a wider range of games. Typically, these include the traditional lottery as well as instant games such as scratch-off tickets and keno. Some private lotteries also sponsor charity events such as concerts and sporting competitions.

While gambling is illegal in Laos, except for the state lottery, it is very prevalent throughout the country. Thousands of tourists flood the few local casinos, and most international bookmakers accept bets from Laotian players. This is largely because gambling laws haven’t kept pace with technological advances, and Laotians have no trouble accessing international bookies.

The first French lottery was established in or around 1505 and was later forbidden for two centuries. It reappeared in the 17th century, as a public lottery for Paris residents and as a private lottery for religious orders. In the latter case, the lottery was a way for the church to raise funds without taxation.

Charles Zuckerman traces the political, economic, and moral history of lotteries in Laos since 1975, and considers what they might reveal about the nature of state enterprises generally. How have the Lao authorities rationalized the lottery as an economic activity that is coherent with socialist goals?

The talk will also explore what he observed while doing ethnographic research on the lottery in Luang Prabang from 2013-2016. It will consider what the lottery meant to ordinary people on the ground, how they played it, and what the mechanics of winning and losing might have taught them about socialism.
