Dr Charles Zuckerman is an associate professor at the University of Illinois at Chicago and an expert on Asian lottery systems. He has been researching the lottery in Laos since 1975 and is preparing a book on the subject. In this talk, he will trace the political, economic and moral history of the lottery in Laos since its inception. He will also discuss the mechanics of the lottery and how it reflects the social goals of the Lao government.
