The application also provides notifications of the results of the latest drawing.

Lotteries are popular in many countries, and are often used to raise money for a variety of causes. The prize money can be quite substantial, and the lottery industry is a major source of revenue for state governments in the US and around the world. Many states run their own lotteries, while others contract out the operation of their games to private companies.

The state-owned Loterias y Apuestas del Estado, which runs the national lottery of Spain, has a top prize/jackpot of approximately EUR2.4 billion annually. This is the highest of any state-run lottery in Europe. There are also a number of private lotteries that operate in Spain, such as El Gordo and the BonoLoto.

In Laos, gambling is largely illegal, except in special economic zones that are leased out by the government to boost foreign trade. However, the government does not block access to international bookies and seems to tolerate gamblers engaging in online betting. The only restriction seems to be that Laotians must stick to reputable bookies and not engage in any gambling activity outside of the state lottery.

Despite the apparent laxity of the country’s laws on gambling, authorities are trying to crack down on unlicensed lottery agents and abettors. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the legal state lottery, to work with other ministries to improve the management of the issue. Drawings from the state lottery must be reduced to one a week, and winnings handled in a more transparent manner, the directive says. In addition, informal football lotteries and lottery chances purchased via short messaging services will be closed down.

This talk explores the many things that playing and choosing numbers for the Lao state lottery has meant for people in Luang Prabang since 1975, when the communist regime introduced the game. It considers how the state has rationalized this enterprise as an economically coherent activity that is compatible with socialist goals, and how the mechanics of the lottery shed light on the way the government operates its state enterprises in general. It will be presented by Dr Charles Zuckerman, Professor of History at Indiana University. He has conducted ethnographic research in Luang Prabang from 2013-2016, focusing on the everyday life of lottery players and what playing, selecting, and winning means for them and their families.
