Lottery online is a system where people play a game of chance to win a prize. These games are offered through state, provincial, and territorial government-sponsored agencies or private businesses that operate under a license. The first recorded lottery was created by King Francis I of France in 1505 as a means to raise funds for wars. This lottery was a success and prompted other countries to create their own versions. By the 17th century, lotteries were a popular form of entertainment and had evolved into a variety of forms including public and private ones. In Canada, for example, there were arguments over the legality of a public lottery sponsored by Montreal Mayor Jean Drapeau in 1967. This lottery was ruled legal by the federal Liberal government as part of an omnibus bill intended to bring several obsolete laws up to date.

Laos is currently a very nascent lottery market with few state-run lotteries or commercial operators. However, the government is looking to regulate this sector and has designated special economic zones for the industry. But it will take time before a fully regulated gambling environment can develop in the country.

A Lao state official speaking on condition of anonymity recently told RFA that allegations that the national lottery is corrupt are unfounded. He said that the state will be strict about enforcement of its Aug. 17 directive and that its lottery commission will not tolerate any corruption. He added that the commission would make it a priority to investigate and punish anyone found guilty of corruption or illegal gambling activities. In a separate interview with RFA, the deputy finance minister and state lottery supervisor Sila Viengkeo denied that any money from the state lottery has been siphoned off for personal use.
