In the communist nation of Laos, state officials are accused of rigging the national lottery. Drawings are manipulated to avoid paying out large sums to winners, sources tell RFA’s Lao Service. For example, the winning number in an Oct. 14 drawing was 134, but it only appeared on purchased tickets for about an hour before the actual drawing. The number had been associated with the buffalo, a symbol of good fortune, and many buyers sought to pick this number.

Officials are trying to address the problem. Prime Minister Thongloun Sisoulith’s office sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, requesting that it work with other ministries to improve transparency and reduce fraud. Drawings from the state lottery must be reduced from two to one per week and winnings will be handled more transparently, the directive said. In addition, informal football lottery games and lottery chances bought via short messaging services must be closed down.

New Zealand’s national lottery is run by an autonomous Crown entity, Lotto New Zealand, which distributes profits to a variety of charities and community organizations. These include Sport and Recreation New Zealand, Creative New Zealand and the Lottery Grants Board. Lotto New Zealand offers four games, including the lotto (including Powerball and Strike), keno, and instant Kiwi scratch card games.

Lotteries are popular with gamblers and can be a source of income for many people. In fact, lottery revenues are higher than the revenue from casinos, according to a report by the National Gambling Authority of New Zealand. However, lottery profits are taxed in most countries, which can reduce the amount of money available for gambling. As a result, governments have been concerned about the potential negative effects of gambling and have enacted laws to prevent it. Some jurisdictions have banned gambling entirely, while others regulate it. Others have made it illegal to operate casinos, but allow lotteries and other forms of gambling in special economic zones.
