For instance, the number 509 was shown as only a 5 on ticket purchases throughout the day of the Oct. 14 drawing, but was suddenly shown as a 9 just an hour before the actual draw.

The companies responsible for the lottery’s work include business interests with connections to the ruling elite. One such person who spoke to RFA on condition of anonymity said that a large share of the profits are paid to the businesses themselves rather than to the state. He added that the public is not told how much the companies pay the state for an annual license to manage the lottery.
