The first national lottery was established in Canada in 1967 under the Liberal government, which sponsored a special bill (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws. The bill was titled “Irish Sweepstakes” and it permitted individuals to purchase tickets for the chance to win a prize.

After the Omnibus Bill passed in 1968, Montreal mayor Jean Drapeau introduced a “voluntary tax” to try to recover some of the money spent on the World’s Fair and subway system. For a $2.00 “donation,” players could compete in a drawing to win silver bars. While this ’voluntary tax’ was disputed as illegal, the monthly draws were still held, and players from across Canada, the United States, Europe, and Asia participated.

In New Zealand, the state-owned Lottery Commission runs the country’s four nationwide lotteries—Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life—along with keno, bullseye, and instant Kiwi scratchcard games. The profits from these lotteries are allocated to charitable projects and community organizations through the Lottery Grants Board. In addition to promoting the games, the Lottery Commission operates the Internet’s first lotteries and processed the first online gaming transaction in 1995. Its subsidiary, the International Lottery Foundation (ILLF), pioneered Internet lottery operations and launched the first instant scratchcard games online.
