Most countries have national and local lotteries. State and local governments generate revenues from lotteries, using them for a wide range of purposes. Many lotteries are used to fund public education systems. The largest lotteries in the United States are run by state governments and include the Mega Millions, Powerball, and the Illinois Lottery.
In Canada, the first nationwide lottery was launched in 1967. It is administered by the Interprovincial Lottery Corporation, a consortium of provincial/territorial lotteries funded by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut), and British Columbia Lottery Corporation (British Columbia).
Lao authorities have denied allegations that lottery officials are rigging the system, but on Oct. 14 this year the winning number 509 mysteriously disappeared from tickets sold throughout the day of the drawing, a resident of Vientiane told RFA’s Lao Service. He says he has contacted the lottery office to complain, but a reply is not yet available.
On good days, Huong sells about 250 lottery tickets, netting her a daily profit of about 11 US-Dollars. On bad days, her earnings are less than half that amount. On these days, her husband accompanies her around the streets of Saigon to make sure she sells all her tickets.
A government official speaking on condition of anonymity tells RFA that private business interests have a strong stake in the nation’s lottery system and that their work cannot be trusted. He adds that he hopes the state lottery will resume being managed by the government.
