The lottery is a form of gambling in which numbers are drawn for a prize. In some cases, the prize is money, while in others it can be goods or services. Some lotteries are regulated by governments, while others are not. In the United States, state-sponsored lotteries are legal, and privately-owned lotteries are also available. Many of these lotteries grew to be very large, and some even rivaled state-sponsored lotteries in popularity. These privately-owned lotteries were often called “concessionary lotteries,” because they allowed private businesses to sell tickets. Some of these lotteries were organized by military commanders, while others were run by private organizations such as churches.

Laos’ government recently took steps to curb its growing lottery industry by asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with other ministries to improve transparency. The office of Prime Minister Thongloun Sisoulith then sent a directive to the Ministry of Finance requesting that the number of drawings from the state lottery be reduced from two to one per week, and that prizes be handled more transparently. Additionally, the directive said, informal football lotteries and lottery chances purchased by short messaging services should be closed down.
