A number of state-regulated Internet sites offer a variety of lottery-style games. These are usually free to play but sometimes charge a premium on the base lottery price. Some states have enacted laws to regulate these games. However, they have not been effective.

Despite the legal challenges, online gaming has become a major source of revenue for state lotteries. The New Zealand Government operates a legal state lottery and distributes the proceeds to a number of charities and community groups. These include Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission.
