Australia: The Australian government regulates the sale of state lotteries through its authorised lottery re-sellers. The government also licenses two centralized gaming companies for the operation of national games such as Lotto and Powerball.

Vietnam: The legal Vietnamese state lottery is operated by the Vietnam Lottery Company, which has point-of-sale licenses from the government for authorized retailers across the nation. Its traditional lotteries include Mega 6/45 and the daily keno game, Power 6/55.

Sources in Laos say the country’s communist leadership is rigging the lottery system to avoid large pay-outs. Drawings for the national lottery are often inaccurate, they report. For example, the winning number 509 on Oct. 14 appeared only as 5 on purchased tickets throughout the day of the draw, after many buyers sought to buy lottery tickets including that number, a source told RFA’s Lao Service. That number is associated in Laos with the buffalo, which is considered a symbol of good fortune.
