The government has promised to work with the ministry overseeing the lottery to improve the situation. It has also ordered a reduction in the number of drawings and more transparency in how winnings are handled.

In Canada, prior to 1967 buying a lottery ticket was illegal. However, that year the federal Liberal government introduced a law called the Omnibus Bill to bring up-to-date several obsolete laws, including the one concerning lotteries. Montreal Mayor Jean Drapeau took the opportunity to introduce a “voluntary tax” for citizens of his city that was similar to a lottery. This prompted a debate between the Minister of Justice and the City Council, with Drapeau maintaining that his lottery did not violate the provincial law.
