A common practice in Laos is for lottery officials to rig the results in order to avoid large pay-outs. According to a source in Vientiane speaking on condition of anonymity to RFA’s Lao Service, this is occurring more frequently than in the past. The source also said that private business interests are behind the rigging and that they have connections to the country’s ruling elite.

Huong and Manh, two young women from a poor district of Saigon, make a living by selling lottery tickets. They work a 16-hour shift, beginning at 5am. They sell up to 250 tickets a day, earning a small profit of about US-$11. The money they earn is enough to provide for the next meal.
