Laos is another country that allows private lotteries to operate. But officials in the communist nation are accused of rigging the lottery system. Drawings for the state lottery have been known to produce numbers that are unpopular or deemed unlucky. For example, on Oct. 14 this year the winning number 509 appeared only as a 5 on tickets sold throughout the day, a source told RFA’s Lao Service.
A Lao deputy finance minister has issued a directive calling for the state lottery to improve transparency and avoid accusations of rigged drawings. The directive orders the lottery to reduce its drawing frequency to one per week and eliminate informal football lotteries that sell lottery chances via short messaging services. It also prohibits people from buying chances in the state lottery with money they receive from illegally selling chance tickets.
