In addition, they do not report their sales to the government and are not subject to criminal penalties for violating gambling laws. These factors contribute to a lack of transparency and accountability in the system. In the past, lottery officials have been accused of rigging the system to avoid large pay-outs and profiting from the sale of tickets.
