Lottery Online

Lottery online is the practice of buying a chance to win an award by paying a fee, often a small premium over the base price of a lottery ticket. It has become more common as the Internet has expanded, and many sites offer services to buy tickets on behalf of customers or even host their own lotteries, charging premiums on top of the base lottery ticket prices. The GTech Corporation, based in West Greenwich, Rhode Island, administers about 70% of the worldwide online and instant lottery business.

Online lottery games are regulated by the governments of the countries in which they operate. The laws vary widely, but generally they prohibit the sale of online lottery games to minors, require that players use a valid government-issued ID to participate, and set minimum winning amounts. Some also require that the lottery company provide free help lines for players who have questions or problems with the games. These rules are designed to prevent underage gambling and to protect the integrity of the games.

The first lottery in modern times was created in France around 1505. It became a popular sport in the late 17th century, when it was regulated by law. After two centuries of dormancy, the lottery returned in the late 20th century. It now offers a variety of prizes, from cash to vacations and sports team drafts. Lottery games are offered in a number of jurisdictions, including the United States, Canada, Australia, and New Zealand.

In Canada, lottery sales are controlled by provincial and territorial governments through a national consortium called the Interprovincial Lottery Corporation. It operates four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. It also supports charitable projects and organizations domestically and internationally. The International Lottery in Liechtenstein Foundation (ILLF) pioneered Internet lottery gaming, launching PLUS Lotto in 1995 and processing the world’s first online lottery transaction. It now operates several websites referred to as the ILLF brands.

Laos has a state-run lottery that is rigged, according to sources in the communist country. Drawings are rigged to avoid large pay-outs. For example, a winning number on Oct. 14 this year appeared only as 5 on purchased tickets before the drawing, a source told RFA’s Lao Service. The same number was announced by radio as 134 just before the drawing, then changed to 62 minutes later, the source added.

The office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17, requesting the ministry that oversees the legal state lottery to work with the ministry of public security to crack down on these illegal activities, the sources told RFA. The directive also calls for reducing the number of state lottery drawings to one per week and making sure that winnings are handled more transparently. The directive is effective immediately.
