In the past, Canadian lottery laws did not prohibit private business interests from operating lotteries. However, in 1967 the federal Liberal government introduced a special law (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws, including those concerning lotteries. This bill was sponsored by Pierre Trudeau, who was Minister of Justice at the time.

The Omnibus Bill did not change the legal status of lotteries but did require that a provincial/territorial government oversee the operations of a lottery. In addition, it stipulated that the amount of prize money would be fixed and that all proceeds would be deposited with the Lottery Grants Board, which distributes its allocations to charitable and community organizations throughout the country. As a result, the popularity of provincial/territorial lotteries grew. In the late 1970s, instant lottery tickets, such as scratch-off tickets, were introduced in some jurisdictions. These have become a significant source of lottery revenue, as are video lottery terminals in some jurisdictions. Unlike the traditional state-run lotteries, which have only been played in urban areas, these lottery-style games are popular in rural and remote communities. In recent years, more lottery-style games have been offered on the Internet. These games are often sold as a premium on the base lottery price and have become very popular. This has led to a proliferation of companies that market these types of games on the Internet.
