For many poor Vietnamese people, selling lottery tickets is the only way to earn some money. Selling tickets for the state-run Hanoi Lottery is considered more socially acceptable than begging, which is often perceived as a sign of destitution in this country of 83 million people. On a good day, a lottery ticket seller can make about 230 000 VN-Dong, or 10 US-Dollars. That’s enough to buy a few kilos of rice and a few pairs of shoes for their children. But the money is not enough to meet all their needs, and their dreams are often shattered when they don’t win.

The lottery is a popular way to fund public projects. In addition to local projects, governments also use it for infrastructure projects and national development. It is a method of raising funds that does not require direct taxation. Its advantages include lower administration costs and greater transparency than direct taxes. In addition, it allows for a higher degree of participation than other types of funding, including bonds and public-private partnerships. However, the lottery system is not without controversy. There are allegations of corruption and mismanagement, and some people have questioned its fairness.

In the United States, lottery games are regulated by state law. In the United Kingdom, there are several state-owned lotteries: The National Lottery, the Thunderball and Set for Life, and the Health Lottery. Moreover, there are numerous privately run online lotteries. In Canada, purchasing a lottery ticket is legal. In 1967, the federal Liberal government introduced a special bill (an Omnibus Bill) to bring up-to-date several obsolete laws, including that of lotteries.

A few months later Montreal mayor Jean Drapeau attempted to recover some of the cost of the World’s Fair and the subway system by introducing what he called a “voluntary tax.” In exchange for a $2.00 donation, players would be eligible to participate in a drawing with a grand prize of $100,000. Although the federal minister of justice argued that this was a form of lottery, Drapeau insisted that it did not violate any provincial or federal laws. Despite the controversy, this new lottery was a success and soon attracted participants from across Canada and Europe.

In Laos, gambling is illegal but the state operates three land-based casinos in Special Economic Zones leased out by the government to boost foreign trade. These casinos are not allowed to accept players from Laos, but Laos citizens can play at many offshore online casino sites that do accept them. Those casinos are not subject to the same regulations as land-based casinos in the country, so they can charge premiums on lottery-style games. Nonetheless, the lottery is still considered a risky activity by many because it is not fully transparent. An anonymous source told RFA that the companies responsible for managing the national lottery are owned by private business interests with connections to the ruling elite, and they are not accountable to the public.
