The lottery is one of the world’s oldest and most popular forms of gambling. In the United States, state-licensed operators manage state-wide games, including Mega Millions and Powerball. A few private companies, such as GTech Corporation based in West Greenwich, Rhode Island, operate nationwide games. In Europe, the largest lottery is the EuroMillions, operated by Camelot Group on a pan-European basis. In addition, the European Union has a pan-European lottery called the Health Lottery.

While lottery play is a form of gambling, it is generally considered less addictive than other forms of gambling such as sports betting and horse racing. The popularity of the game has increased with the development of internet access and mobile phone technology. The internet has made it possible for people to play lottery-style games from their homes and offices without paying a fee to participate in the official draw. However, the legality of these games is questionable as they do not benefit the official lottery.

In Laos, where gambling is illegal except in special economic zones, the government is struggling to control the lottery. In recent months, it has sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery system, requesting that the ministry work with the police to better manage the lottery. The directive calls for the number of drawings to be reduced and the distribution of winnings to be handled more transparently. It also recommends that the informal football lotteries and lottery chances sold through short messaging services be closed down.

Speaking on condition of anonymity, a senior provincial official with connections to the ruling elite told RFA’s Lao Service that business interests connected to the lottery have been taking advantage of the situation. The official said these businesses pay a small annual fee to the government for their concession, but no one inspects them or ensures that they are operating correctly. He added that these businesses are also making profits from selling tickets in illegal ways, such as via the internet.

For many poor Vietnamese people, selling lottery tickets is their only source of income. In a country where social security systems are not yet capable of supporting all those in need, this is the best alternative to begging. On good days Huong, a single mother from Saigon, sells 250 lottery tickets and makes a daily profit of about 11 US-Dollars. Her husband Manh accompanies her during their heavy 16-hour shifts of selling tickets. Their life is not easy, but they prefer it to the socially detested act of begging. Huong and Manh hope to save enough money to buy a new house soon. Their first child is due in December.
