Drapeau’s “voluntary tax” resembled a lottery, and caused a heated debate. Quebec’s minister of justice argued that the tax violated federal law, while the mayor claimed that it did not contravene any laws.

In the United States, lotteries are state-controlled and operated by either private or public companies. They are licensed at the state level and can sell tickets through retail outlets, online, or over the phone. Most states have regulations in place to protect players from fraudulent operators.

While gambling is technically illegal in Laos, the country has a number of Special Economic Zones where casinos can operate legally. In addition, a number of offshore online casinos accept players from Laos.

Currently, there are four nationwide lotteries in New Zealand. The largest of these is the state-owned Lottery New Zealand, a Crown entity that provides funding to community organizations and charities through an independent body, the Lottery Grants Board. This body distributes a percentage of the total lottery profits to various organizations, including Sport and Recreation New Zealand, Creative New Zealand, and Golden Kiwi. A portion of the remaining profits is distributed to schools through a scholarship program. The national lottery also has several online games, including instant tickets and keno.
