The communist country’s officials are suspected of rigging the lottery, according to sources in the capital, Vientiane. The national draws, which take place three times a week, sometimes display numbers that vanish from purchased tickets or are deemed unlucky. The number 509, for example, appeared on tickets sold throughout the day of Oct. 14’s drawing but changed to the number 134 only an hour before the actual drawing, a source told RFA.

For people living below the poverty line, lottery sales are a way to supplement their incomes and avoid socially detested begging. For a single mother like Huong, selling tickets is her only means of supporting her baby and herself. Her 16-hour shift starts at 5 a.m. with a breakfast of rice and vegetables soup before heading to the streets of Saigon. On good days, she can make up to 230 000 VN-Dong ($10 US-Dollars).
