The world of the Internet is awash in lottery-style games. One company, GTech Corporation of West Greenwich, Rhode Island, claims to manage 70% of the worldwide online and instant lottery business, with its website offering tickets for a number of lotteries around the world. Its services are generally free, but the prices charged for winnings can be substantial. The proliferation of such sites has raised the question of legality. Many are not licensed and operate outside the law. They may charge premiums over base lottery prices and rely on advertising to generate revenue. Some may even use the term “lottery” misleadingly.
New Zealand: In New Zealand the government controls lotteries. The profits are distributed by the Lottery Grants Board to a wide range of community organizations, including Sport and Recreation New Zealand, Creative New Zealand and the Film Commission. The New Zealand Lottery has four different games: the Lotto, Keno, Bullseye and the instant Kiwi scratchcard game. The winner’s share of the prize fund is not taxed in New Zealand.
Canada: In Canada, buying a ticket in a public lottery is not against the law. But prior to 1967, it was illegal for a provincial government to operate a lottery system. That changed with the passage of an Omnibus Bill intended to bring up-to-date a number of outdated laws.
Laos: A recent controversy over the legitimacy of the national lottery has highlighted the lack of transparency in the country’s gambling industry. A caller to RFA’s Lao Service told the news program that private business interests that run the lottery have access to information about which numbers people choose, allowing them to manipulate the results. The caller said he believed the companies responsible for the lottery should be shut down.
The ministry is trying to solve the problem by limiting the number of times that the lottery is drawn each week and by showing the drawings live on TV. It is also considering reducing the price of a lottery ticket, which has been blamed for the declining sales. But despite these moves, the ministry is not sure it can restore confidence in the system.
In addition, the ministry is investigating allegations of illegally selling foreign lottery games in Laos, even though the country has its own official lotteries. The minister of finance has already warned that this practice must stop. He has called on the relevant sector to invest in technology to trace those involved in this illegal activity. The government has also begun regulating lottery websites and imposing fines on those who violate the law. The government has even seized the domain names of some of these sites. In the meantime, many players are turning to online lottery services that claim to be legitimate. These companies provide a variety of lottery-style games and are available through web browsers or mobile apps. While these sites do not offer the same level of customer support as a licensed lotteries, they can still be beneficial for players who are looking to try their luck at winning big.
