These illegal operations have brought in revenue that is threefold higher than what the government earns from its own lottery sales.

Gambling is generally illegal in Laos, except for the country’s national lottery. However, the 2001 Penal Code has not kept pace with the development of technology and only refers to “forbidden gambling.” There are also no regulations governing online gaming and the laws have not been updated for modern technologies.
