But that year, the Liberal government introduced an Omnibus Bill to bring up to date a number of obsolete laws and made it legal to buy a lottery ticket. Montreal mayor Jean Drapeau was one of the first to try to use this new law to recover some of the money spent on the World’s Fair and subway system. He called it a “voluntary tax” and offered silver bars instead of cash.

In Laos, lottery drawings are rigged, sources in the communist nation say. The winning numbers often vanish from purchased tickets before the drawings take place, and officials are accused of denying winners large pay-outs to avoid a scandal. The government is trying to rectify the situation with a directive issued on Aug. 17 that calls for stricter enforcement of state lottery regulations.
