State lottery officials are rigging the system in the communist country of Laos by manipulating winning numbers, sources in the Southeast Asian nation say. Drawings held three times a week show that certain numbers appear to vanish from purchased tickets, and they reappear on subsequent draws, the sources told RFA’s Lao service. The officials also reportedly charge large fees for lottery chances purchased through short messaging services.
The official in charge of the state-run lottery says he is stepping in to clean up the operation. The minister issued a directive on Aug. 17 requiring the ministry to reduce the number of drawings from two per week to one, and to handle winnings more transparently. He added that informal football lotteries and lottery chances purchased through short messaging services will be shut down.
