A few months ago, the Laotian communist government sent a directive to the Ministry of Finance to work with the Ministry of Public Security to better control lottery operations in the country, sources told RFA’s Lao Service. It stipulated that the number of drawings in the legal state lottery should be cut from two to one a week, and that the winnings should be handled in a more transparent manner. It also banned informal football lotteries and lottery chances purchased via short messaging service.

For some poor Vietnamese people, selling lottery tickets is the only way to earn money. On good days, Huong sells 250 tickets a day for a profit of about 11 US-Dollars. She and her husband Manh start their day at 5 AM, when they have a small breakfast of rice and vegetables soup. After this, they strive around the streets of Saigon for 16 hours.
