The Lao state lottery is rigged, with the winners of large payouts sometimes vanishing from purchased tickets, according to sources in the communist-ruled Southeast Asian nation. The lottery is overseen by business interests linked to the country’s ruling elite, the sources tell RFA’s Lao Service. The businesses pay the state a fee for the concession, but they don’t have to submit their results to the government for inspection or audit. The Lao deputy finance minister told the news agency that the claims of rigging are false. He said the state is working to reform its lottery system.
