Laos is a communist nation, and while the country does have social security programs, they are not yet capable of handling all those who are poor and ill. For some citizens, selling lottery tickets is their only way to earn a living. On good days Huong can sell 250 lottery tickets per day, earning a daily profit of 11 US-Dollars. On bad days she can only sell 180 tickets, but even so it is enough to cover her basic needs and help pay for the hospital bills of her pregnant daughter.
A number of private business interests have stakes in the state lottery, but there is no official transparency on how much is paid to these firms and for what purposes. One source speaking on condition of anonymity said that some of these businesses have ties to the country’s ruling elite. On Aug. 17, Prime Minister Thongloun Sisoulith sent a directive to the ministry overseeing the legal state lottery asking it to reduce the number of drawings and handle winnings more transparently, RFA’s Lao service reported.
