Lotteries are a form of gambling where participants choose numbers for the chance to win prizes. In the United States, state and provincial governments are responsible for organizing these games. In Canada, the national government does not oversee lotteries, but it allows individual provinces to operate their own lotteries. In the modern era, they are operated by state or provincial governments, private corporations and some charitable organizations. Many lotteries offer instant tickets, or scratch-off games, and some have keno or video lottery machines. The largest state-sponsored lotteries are in New Jersey, California and Washington.
Laos Lottery Officials Rigging System
Several people in the communist nation of Laos say lottery officials are rigging the national lottery system to avoid large pay-outs. Drawings are conducted three times a week, but numbers that appear on purchased tickets frequently disappear during the process or are deemed unlucky. For example, the winning number of Oct. 14’s lottery drawing—509—appeared only as 5 on tickets sold throughout the day, a source told RFA’s Lao Service.
The alleged rigging of the lottery system has raised concerns about corruption in the country. In an Aug. 17 directive, Prime Minister Thongloun Sisoulith ordered the Ministry of Finance—which oversees the legal state lottery—to work with local authorities to improve transparency. He vowed to reduce the number of drawings to one per week, cut back on informal football lotteries and close down lottery chances bought through short messaging services. Lao deputy finance minister and state lottery supervisor Sila Viengkeo confirmed to RFA that the directive will be enforced. But he said that no date has been set for its implementation. Accusations that the state lottery lacks transparency are unfounded, he added.
