Lotteries are operated at a state, regional or national level by government-owned or privately-owned companies. They are popular revenue-generating activities that raise funds for a wide range of public services and projects. Many states use large portions of lottery proceeds to fund public education systems. Lottery profits have also been used to build roads, parks and hospitals.

Currently, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced the previous Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. Each lottery is managed by a regional lottery corporation, which is owned by the provinces and territories in which it operates. These provincial/territorial lottery corporations are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).

In addition to traditional paper tickets, many lotteries offer online or mobile-based games and e-commerce options. The New Zealand national lottery, for example, has a website called Lotto Online that allows players to play from home. In the United States, instant scratch-off games are a big part of the business, with top prizes/jackpots in the millions of dollars. Other types of games include keno and video lottery terminals.

The world’s first online lotteries appeared in 1995, and were pioneered by the International Lottery Foundation in Liechtenstein. The ILLF is a non-profit organization that manages and promotes Internet lotteries, including the first online lottery, PLUS Lotto. The ILLF has since launched numerous websites and processes the world’s largest number of Internet lottery transactions. The ILLF also supports charitable projects domestically and internationally through its lottery operations.

Some governments have banned the sale of lotteries, while others have created regulations that allow for private lotteries. In Laos, for instance, the state controls the lottery system but allows private businesses to sell tickets. As a result, accusations of corruption and lack of transparency persist.

In August, a state official told RFA that the majority of private business interests responsible for the country’s lottery are family members of the ruling elite. He said that the companies cannot be trusted to conduct transparent drawings. The official spoke on condition of anonymity.
