Montreal mayor Jean Drapeau, seeking to recover money spent on the World’s Fair and subway system, announced a “voluntary tax.” For $2.00 a person could enter a draw with a grand prize of $100,000 in silver bars. Drapeau claimed that this “tax” did not contravene the federal law, and his monthly draws proceeded without interruption.

For many poor Vietnamese, selling lottery tickets is the only way to make a living. In contrast to other Asian nations, Vietnam’s social security systems aren’t yet equipped to support its lowest-income citizens. So, if they can make a little extra cash by selling a few tickets, they’ll choose it over the more socially detested act of begging on the streets.
