In an attempt to address the issue, Finance Minister Bounchom Ubonpaseuth recently told lawmakers that illegal lottery operations run by businesses with connections to the country’s ruling elite must be regulated and stopped. He added that the ministry would invest in a system to track those selling foreign-based lotteries and warned that illegal lottery activities lure people into habitual gambling. If the government is able to regain control of the lottery, he said, it will make sure that winnings are paid out as promised.
