Finance Minister Bounchom Ubonpaseuth told a recent meeting of parliament that authorities were trying to deal with these illegal operations by imposing stricter regulations. He added that investment was needed in a system that would allow authorities to trace those involved in online sales of illegal lotteries.

For some poor Vietnamese, selling lottery tickets is their only source of income. Huong, a single mother from Saigon, makes up to 230 000 VN-Dong per day, enough to keep her and her unborn child alive. She and her husband Manh work a heavy 16-hour shift, beginning at 5 am with a breakfast of rice and vegetable soup before hitting the streets of the capital city to sell their tickets. The couple avoids begging because of the social stigma attached to it, preferring instead this form of income. On a good day, they can sell up to 180 tickets. On a bad one, they might only sell 60. These figures are not bad, considering that the minimum wage in Vietnam is around US-$1 a day.
