Vilasack Phommaluck, a finance ministry official who serves on the committee that oversees the lottery, dismissed those accusations. He told RFA that the committee double checked the lottery balls.

He added that he is concerned about the growing number of illegal lotteries and is working to deal with them. However, he said that it is hard to tackle the problem because it takes place online. He also urged people to buy only legitimate tickets from the state lottery enterprise.

Lottery ticket purchases are void if they are stolen, unissued, illegible, altered or defective. Similarly, they are void if they are presented after the winning drawing to Retailers other than the location where they were purchased. In these cases, the ticket is eligible for a refund if the Retailer is notified before the drawing occurs. However, the prize must be claimed within six months/one year of purchase. If a prize is not claimed within that time frame, the lottery commission will forfeit the prize. The lottery commission is responsible for verifying the authenticity of all winning tickets and ensuring that the correct name, address, telephone number and date of birth are included in the winning ticket. If a mistake is discovered, the winning prize must be awarded to another ticketholder.
