The modern era of lotteries was initiated in Canada by Pierre Trudeau, who sponsored a bill to legalize the country’s first provincial lottery in 1967. Since then, the number of lottery-style games has increased dramatically, and more than half of them are now offered on the Internet.

In the communist nation of Laos, officials are accused of rigging the lottery system to avoid large pay-outs. Drawings for the national lottery, which are held three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky. For example, the winning number of the Oct. 14 drawing was 509, but it appeared as five on the purchased tickets sold throughout the day, a Lao source told RFA’s Lao Service.

In Vietnam, a single mother who sells lottery tickets to support her family can make up to 230 000 VN-Dong (about 10 US-Dollars) per day, which is more than enough to meet the daily needs of her young child. Selling lottery tickets is considered more acceptable than the socially detested act of begging. For many poor Vietnamese, it is their only source of income.
