A number of countries around the world have legalized online lottery games. The Philippines has the most number of licensed sites, with over 40 registered operators. These operators offer both online sports betting and a variety of lottery-style games, including the Megalotto and the Philippine Charity Sweepstakes. The majority of these sites use a platform developed by GTech Corporation, a Rhode Island-based company that manages 70 percent of the worldwide Internet and mobile lottery business.
In Laos, illegal lottery operations are booming and are selling foreign lotteries such as those of Vietnam, the Minister of Finance recently told the National Assembly. The government is taking steps to regulate these operations, which often offer lucky draws as many as four times a day. The ministry has advised its relevant sector to invest in and set up a system that can trace and identify those involved in these illegal operations.
A source from the Lao state lottery enterprise who spoke to RFA on condition of anonymity said that the companies responsible for running the lottery have ties to the ruling elite. The companies pay a fee to the state lottery enterprise, but it is not known how much. It is also not clear how the companies are held accountable or if they conduct regular checks to make sure that the lottery operates fairly.
