In Laos, lottery officials are alleged to be rigging the lottery by manipulating the winning numbers to avoid large pay-outs, sources in the communist nation told RFA’s Lao Service. Drawings in the Lao national lottery, held three times a week, regularly show numbers that disappear from purchased tickets or that are considered unlucky and unlikely to be chosen. In a notorious example, on Oct. 14 this year, the winning number 509 appeared only as a 5 on tickets purchased throughout the day of the drawing, but it was announced as 134 just an hour before the drawing was scheduled to begin.
