For example, Huong, a single mother from Saigon who sells lottery tickets for the State Lottery in the streets of downtown, earns up to 230 000 VN-Dong per day, which is enough to pay for her daughter’s school tuition.

In Laos, the situation is slightly more complicated as gambling is illegal in the country, but there are Special Economic Zones where casinos can operate legally. As a result, there are multiple offshore online casinos that accept players from Laos without fear of being caught. In addition, private business interests are in charge of the national lottery, and some of these interests have connections to the country’s ruling elite, a caller from Laos told RFA’s Lao Service. “Hopefully the government will resume control of the lottery because it should not be entirely managed by private businesses,” the caller said. The government reportedly pays these businesses for the annual cost of the concession, but it is not clear how much the company earns from each lottery ticket sold.
