Lottery online is a service that allows players to purchase tickets on a variety of different lottery games. On a good day, Huong, a pregnant single mother from Saigon, can sell up to 250 lottery tickets for a profit of about 11 US-Dollars. Her husband Manh accompanies her on their 16-hour shift of standing on the street.

Many of the companies responsible for running the Lao lottery have connections to the country’s ruling elite, a source told RFA’s Lao service. “The company that manages the national lottery should be 100% managed by the state, because it can’t be trusted,” the source said. The lottery numbers are sometimes rigged or manipulated to avoid large pay-outs, the source added. Drawings are sometimes delayed or the winning number is omitted. For example, the number 509 disappeared from purchased tickets for the Oct. 14 drawing before it was announced on the radio as the winner only 10 minutes before the drawing, the source noted.

Aside from the national lottery, several provincial and territorial governments offer their own lotteries. Canada has four nationwide lotteries, operated by the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec, Ontario Lottery and Gaming Corporation, and Western Canada Lottery Corporation. Lottery winnings in Canada are not taxed. In addition, the profits from some lottery games are used to support public education systems.
