In Vietnam, many poor people sell lottery tickets as their only source of income. One woman named Huong told RFA she works a 16-hour shift to sell tickets on the streets of Saigon. On good days she can make up to 230 000 VN-Dong, which is about 10 US-Dollars, enough to support her and her husband.

The Laotian state-run lottery is controlled by business interests with connections to the country’s ruling elite. Officials from these businesses frequently manipulate winning numbers in order to avoid large pay-outs, sources tell RFA. One of the most common manipulations involves selecting numbers that correspond to animals or astrological signs.
