Laos state officials have been accused of rigging the country’s lottery, manipulating winning numbers to avoid large pay-outs. Sources in the communist nation say lottery officials tamper with drawings to reduce payouts and boost sales of their tickets. For example, the number 09 appeared only as 5 on purchased tickets for a drawing on Oct. 14 this year, and access to the number was blocked for much of the day before the draw. This number is associated with the buffalo, a symbol of good luck, and was especially sought after by Lao buyers. The number reappeared shortly before the drawing, however. The same thing happened in the previous drawing, which took place on Sept. 14. Private business interests with links to the ruling elite control many of these lottery operations, sources tell RFA’s Lao Service. In the meantime, the lottery remains a popular and lucrative enterprise for many in Laos. The rigging of the lottery, however, has eroded its credibility and public confidence.
