Many states use lottery funds to support their public education systems. A growing trend in lotteries worldwide is the use of technology to promote and sell these games. Lottery companies now offer products such as mobile applications, websites and video games that can be purchased and played on a variety of devices. Some of these games can even be accessed for free.

In Laos, the national lottery is controlled by a group of business interests that include members of the country’s ruling elite, according to a source who spoke to RFA’s Lao service on condition of anonymity. The company that runs the lottery manipulated winning numbers in recent drawings, the source said.

A caller to RFA’s Lao service meanwhile accused the Lao government of failing to take control of the lottery. “Private business interests should not be responsible for the national lottery,” he said. “The lottery should be 100 percent managed by the government.” RFA’s Ounkeo Souksavanh and Richard Finney contributed to this report.
