A few years ago the governing body of the national lottery in Laos changed. Private business interests now manage the lottery instead of the government. This has caused some controversy because the business interests have connections to the ruling elite of Laos. Moreover, the national lottery’s transparency is limited. For example, a lottery number was announced on the radio as 134, but 10 minutes later it was changed to 662.

For many poor Vietnamese people, selling lottery tickets is the only means of income. Although it is a difficult job, they choose to do this over the socially detested act of begging. Depending on their luck, they can make up to 230 000 VND per day, which is enough to support themselves and their families.
