Lottery officials in the communist country of Laos are rigging the system in order to avoid big pay-outs, RFA’s Lao Service has learned. Drawings in the national lottery often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to win, sources say. For instance, on Oct. 14, the winning number 134 disappeared from all purchased tickets, but was displayed again 10 minutes before the scheduled drawing.
Local stores sell lottery tickets to individuals, who then strive around Saigon’s streets to sell their wares. These sellers usually earn about a 10% profit for each ticket they sell. Due to a lack of registration and taxation, the exact number of sellers is unknown.
