Lotteries are a form of gambling whereby numbers are drawn at random for a prize. Traditionally, these games are governed by law and operated by a government agency. However, the proliferation of Internet gambling has led to an increase in lottery-style games which are offered on websites without the need for a government license. The largest operator of online and instant lotteries is GTech Corporation, which administers 70% of worldwide business for these games. Its revenue is distributed by the New Zealand Lottery Grants Board directly to community groups, sport and recreation, arts and culture, and social services, including children’s welfare. Lottery winnings are not taxed in New Zealand.

Drawings of the national lottery, held three times a week, frequently show numbers that disappear from purchased tickets or are deemed unlucky. In one incident, the winning number 509 on Oct. 14 appeared only as 5 on purchased tickets before the drawing and then changed to 134 an hour before it was to be announced, a source in the capital told RFA’s Lao service.
