However, the government has a lot of trouble with these private business interests. The officials that run the national lottery are suspected of rigging the drawing process and manipulating the winning numbers to avoid large pay-outs, sources say. For example, in the Oct. 14 drawing, the number 134 disappeared from purchased tickets throughout the day but reappeared on the winning ticket an hour before the draw, RFA’s Lao Service reported.
