Lottery online — or more specifically, Internet lotteries — are Internet games where players purchase tickets to win real cash prizes. Lottery companies are primarily responsible for running the games, but they may also offer advertising and other forms of revenue to generate income. The world’s largest lottery company, GTech Corporation (West Greenwich, Rhode Island), administers 70% of worldwide online and instant lottery business. In addition to selling actual lottery tickets, these companies often offer gaming services such as keno and video lottery terminals.

Lotteries have long been popular as a form of recreation and an alternative to other forms of gambling. While they are not considered to be an effective tool for reducing crime or promoting public health, they are generally seen as a low-cost means of raising funds and increasing tax revenues. Lottery games are regulated by state governments, and the laws vary by jurisdiction. Some states prohibit the operation of online lotteries while others have established licensing and regulation systems. In Canada, there are four nationwide lotteries: the Interprovincial Lottery Corporation, Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, Nunavut).

Despite the fact that lottery sales in Laos have dropped monthly, the state is not stopping its operation because it has invested heavily in the project and believes it can still make money. Some of the companies with a stake in the lottery’s work include families of members of the ruling elite, and no one knows how much these business interests pay to the government for the annual cost of the concession.

A number of state officials told RFA that the lottery system is rigged by private business interests with ties to the country’s political leaders. In addition, they said, lottery winners can’t trust the drawings because numbers that are deemed unlucky disappear from purchased tickets during the drawing.

For some poor Vietnamese, like the single mother Huong in Saigon, selling lottery tickets is their only source of income. With the social security system not yet able to handle the large amount of less fortunate citizens, many choose selling tickets over the socially detested act of begging. On good days, Huong makes about 230 000 VND per day. On bad days, she can only sell 180. She and her partner Manh spend 16 hours in front of a shop, struggling to earn enough money to survive. Their daily routine begins with a quick breakfast of rice and vegetable soup. They then hit the streets of Saigon to try to sell their tickets.
